The age limit, if any, is established for each sport by the International Federation of Sport.

Since the official website of the IOC:
There is no age limit for Olympic participation, with the exception of those that can be imposed by each FI.

I ask the same question. Apparently the gym is the only competition at the age of 16 years. The International Gymnastics Federation apparently together to decide on an age limit, because the younger girls probably have a slight advantage over the older girls of flexibility.
